Delhi mayor speaks on city clerk theft and sewer overcharges
Delhi Mayor Terry Harbach says he had no suspicions about the former city clerk diverting more than 150000 from public funds for personal charges and raises. An audit found 63226 in unauthorized pay and 88160 in charges for personal items plus overbilled sewer rates. Angela J Billings, 42, of Anamosa, faces first and second degree theft charges. The audit covered over 500000 in improper spending and a rate hike not adopted as ordinance, with the city considering next steps amid council questions.
