West Burlington Independent School District gains students and tax money under the open enrollment law, while West Liberty loses pupils prompting Superintendent Lee Hoover to seek law changes. About 15,250 students statewide transferred this year, up 9.4 percent from 1996 97, with West Burlington the top beneficiary at 30 percent of students living outside their district.
