A federal judge allowed a temporary receiver to release more than half of the 1.2 billion assets held by Institutional Treasury Management of Irvine after the SEC reported missing funds from Iowa and Colorado accounts. ITM handled investments for the Iowa Trust Fund and other public entities in 13 states and Micronesia.
Iowa communities harmed by the failed Iowa Trust Fund will receive the first of three 9.5 million installments as early as Tuesday, per a court-appointed receiver. Eastern Iowa bankers and retailers respond to the Federal Reserve cut of the discount rate to 3.5 percent and the fed funds rate to 4 percent. Major banks lowered prime lending rates to 6.5 percent, the lowest since 1977, inviting easier borrowing for lenders and, potentially, borrowers.
