Auditor adviser urges Schultz to craft repayment plan

Iowa Deputy Chief Auditor Warren Jenkins urged Secretary of State Matt Schultz to develop a repayment plan in case federal Help America Vote Act funds used for a voter fraud probe are deemed improper. Jenkins said HAVA does not specify if investigations into complaints are allowable, and recommended a repayment plan if repayment is requested. Schultz defended the use, saying HAVA funds for the investigator were proper and that the Election Assistance Commission would decide on propriety. Senator Courtney questioned the spending, calling for shutdown of the probe and focus on duties. The auditor noted permissible uses include improving voting systems and accessibility, but repayment planning is prudent regardless of ruling. Schultz said Jenkins' recommendation is to prepare for possible directives from the EAC.
