Dr Antonia Novello reported that AIDS is now the ninth leading cause of death for children ages 1 to 4 and the seventh for ages 15 to 24. She warned that if trends continue it could soon become the No 5 killer for those from birth to 24 years old in a Health and Human Services briefing to Secretary Otis Bowen.
A CDC official notes undercounting of pediatric AIDS with 1,291 cases under 13 and 325 cases aged 13 to 19 reported by Dec 12. She cites 717 and 174 deaths, urges that CDC figures miss many HIV infections, predicting 10,000 to 20,000 HIV infected US children by 1991.
A 34 member task force named Iowa Youth 2000 urges reinstating full tax deductions for student loan interest and creating a state mentoring network to help youths market skills and find jobs. It also proposes private business incentives and expanded high school and vocational education, with some ideas likely to appear in the next budget.

It urges tax incentives for firms running teen mentoring programs, college credits for Iowa Corps volunteers, matching grants for tech in classrooms, and state marketing to promote youth job opportunities.
