Kosygin Relieved of Duties Amid Health Concerns
Kosygin, the long serving Soviet premier, is removed from duties due to ill health and has not appeared in public since August. He led the 1964 ouster of Khrushchev with Brezhnev and Podgorny, but Brezhnev's rise as party head diminished Kosygin's influence while he remained nominal head of government.

The license had been denied two weeks earlier for not meeting a January 1 fire code, which mandated smoke detectors, solid core doors and safe stairwells. Remodeling had begun but manager Tom Cleminson doubted it would have met the standards in time.

New Voice Button Offers Laryngectomy Patients Hope
A local outpatient procedure creates a fistula between windpipe and esophagus to place a voice button. The 15 to 30 minute operation, done under local anesthesia, allows immediate speech with the button, costing about 400 dollars. Alternatives include esophageal speech or electronic larynx, but are harder to master and pricier.
