The Cedar Rapids water pollution control plant will be dedicated with a 2 p.m. ceremony on Wednesday. Plant director George Milligan will oversee the Zimpro Thermal Conditioning System as it begins processing sewage. Full operation expected by March after a three and a half year construction period.
