New Era in Air Begun by Parley Berle Declares
Adolf Berle Jr, president of the civil aviation conference, said the five week gathering closed with a notable victory for civilization by ending an era of aerial anarchy and secret diplomacy. He praised 54 delegations for writing a new era of open covenants and equal air opportunity. Viscount Swinton of the British delegation called Chicago the first chapter in a cooperative effort and thanked President Roosevelt for his initiative. Delegates signed the final act as Berle and Swinton spoke at plenary sessions.
