Washington AP The Republican headquarters announced an immediate drive to retire the $655000 debt from the 1936 campaign and seed a sound party fund for 1940. Chairman John D M Hamilton proposed subscriptions of 1000 from 655 party members with a month end target.
Berlin AP reports a German Russian commission began the mass movement to relocate about 500000 people after Poland's partition. Roughly 100600 Germans would move west from annexed areas. up to 500000 Ukrainians and others may go east into Soviet Russia.
Secretary Wallace announced a further reduction in the export subsidy for cotton sold abroad. The rate dropped from 0.75 to 0.40 cents per pound, effective at midnight, as funds for the program run short. The initial rate had been 1.5 cents per pound.
Chicago has entered bids to host the 1940 major party presidential nominating conventions. Oscar Mayer of the Chicago Association of Commerce invited Postmaster General Farley and Republican and Democratic national committee chairmen, stressing Illinois has a pivotal vote and noting Chicago hosted 13 conventions previously. The city last hosted in 1932 for FDR's nomination.

The steer did not win an alive prize. The reserve grand champion carcass was shown by Ethel Domer of Stanwood Iowa, also a 4-H member.
ULP reports Senate majority leader Albert Barkley left Mayo Clinic Rochester Minnesota after a minor operation claiming he is completely recovered. No complications noted and expected to resume duties soon.
The American Farm Bureau federation calls for industrial farm parity to lift farm prices to buy industrial goods, and for revision of the reciprocal trade act to aid agriculture. Delegates oppose accords lowering domestic prices, back two independent boards for farm credit, and press policy alignment with commerce agriculture and state leaders.
A three story brick Wellsburg city hall built in 1893 and valued at $225,000 was destroyed after a clock tower blaze that erupted Thursday. Fire Chief Sam S. Nelzin reported a total loss near $400,000, with lower floor stores also destroyed.
