ROOTS housing subsidy expands flood city recovery efforts
The ROOTS program awards roughly 30 thousand dollar subsidies per home to 200 to 215 newly built houses in Cedar Rapids flood areas. Buyers commit to five years in new homes while builders face 15 percent profit caps and income limits. The initiative aims to stabilize neighborhoods outside the 100 year flood plain with involvement from 18 builders and several non profits.
