Postmaster E R Petra urges advance Christmas mailing with labels do not open until Christmas and added safety tips. Cedar Rapids processed millions of letters parcels and circulars last season and expects higher totals this year. Recommendations include using heaty wrapping four ties two ways, returning address, marking may be opened for postal inspection, and mailing by Dec 14 for local delivery.

Budget Institute Opens Its First Session Tuesday
The National Association of Cost Accountants sponsors a two part Budget Institute starting Tuesday at the Municipal Airport Terminal dining room. The 3 p.m. program on Budget Forecasting includes D L Sweeney and Cedar Rapids professionals from Collins Radio, Iowa Electric Light and Power, and Link-Bell Speeders. A 6 30 dinner follows. Yule Light Contest Rules Announced by Local Agencies
The 1984 Christmas Home Lighting contest in Cedar Rapids, co sponsored by the Playground and Recreation Commission and Iowa Electric Light and Power Company, will divide the city into four districts for judging. Entries must be in place by December 24 and lit nightly through January 1. Judges score on artistic effect originality conformity to Christmas spirit and ingenuity. Prizes go to top finishers in each district with a grand prize for best home in the city.
