Certificate plan could aid corn hog producers in parity
The text argues that if an equivalent to the certificate plan exists for corn hog producers, they would have no legitimate complaint as long as the corn loan and soil conservation program maintain corn income near parity with other crops like wheat, cotton, tobacco, and rice. It emphasizes keeping income levels aligned through policy tools.
