R Ellis Johnson testified that if an election had occurred enough late votes would have achieved the two thirds needed, despite Union Pacific’s injunction suit. He noted a 47.8% immediate support figure but projected sufficient votes to pass. The proposed Nov 15 vote was halted by the suit sparked by Chicago and North Western Railway opposition.

Appanoose county where Towans for Reapportionment chief Robert Beck hails cast 1454 to 1465 against the plan and Gov Harold Hughes Ida county home county voted for the plan 1385 to 974 as he campaigned against it.

At least three countywide festivals to display Christmas decorating ideas are scheduled this weekend in Eastern Iowa. They are sponsored by county extension family living committees with help from Farm Bureau and women's groups. Johnson county hosts the Holiday Home Christmas Fair Thursday through Saturday in Montgomery Hall, Iowa City. Delaware county fairs run Friday and Saturday at the county extension office in Manchester. Decorah will receive about $50,000 in road use tax funds for spring Rural Avenue and Lot improvement.
