The Gazette argues mandatory 100 percent sentences for crimes like second-degree robbery are too rigid. It cites Travis Monahan's 375 dollar theft at knife point in Cedar Rapids, judge remarks on harshness, and calls for judge discretion, prison costs, and possible tax increases amid Iowa budget gaps and rising inmate numbers.
