Municipal court dismissed the aggravated robbery charge against Arthur Russell of Oskaloosa after a preliminary hearing. Three men were involved in the August case, with Russell bound over to the grand jury and two others also arrested. The case ties to a wider dispute over a proposed large festival plan by Sound Storm Enterprises in Fayette County.
