Federal Fuel Aid Unspent in Des Moines
Des Moines officials report that only about 1.5 million of a 4.3 million federal fuel assistance fund remains unspent as the deadline nears. The program, run through 19 community service agencies, helps low income families with delinquent utility bills up to 250 dollars to utilities, plus 50 dollars cash and up to 200 dollars in future bill credits. Authorities cite short six week window, weak advertising, and stigma as factors limiting takeup, with many applicants elderly or delinquent rather than in dire need.
