Diplomatic sources say the Brussels parley on the European Defense Community pact collapsed. The breakdown may push the United States and Britain to concede sovereignty to West Germany and permit rearmament.
The United States charged that China exports food to Russia Czechoslovakia and Ceylon to pay for war materials while famine rages at home. State Department spokesman Henry Suydam said relief to China was studied but rejected, and Red Cross offers were declined.

Frank Bernard 38, brother in law of Eddie Joost, Philadelphia Athletics manager, was found dead behind a San Francisco tavern after midnight. Police called the death probably murder. Washington released 132 pages detailing the Dixon Yates power contract with the Atomic Energy Commission and the Tennessee Valley Authority. The documents show initial ideas in 1953, TVA and some AEC members opposing, and the plan advancing under White House direction after a meeting with Republican leaders. The deal would have the AEC buy 600000 kilowatts yearly for 25 years to fund a new $107.25 million plant at West Memphis Arkansas, with power routed to TVA and then to the AEC site at Paducah Kentucky. The disclosure counters charges of presidential meddling and links to Bobby Jones via directorate roles at Southern Company and Dixon’s Middle South Utilities involvement.
President Eisenhower arrives at Lowry Air Force Base to set up a summer White House in Denver for about seven weeks. He and Mrs. Eisenhower will base operations, travel for GOP campaigns, and stay at Mrs. John S. Doud’s home as the temporary residence.
