UK president and Canada's prime minister pledge joint defense of the northern half of the western hemisphere. A permanent joint defense board will meet soon. The scope and exact terms of the alliance remain undisclosed, with fears that war may unfold before November elections. President Roosevelt and Prime Minister Mackenzie King reached an agreement at Ogdensburg to establish a permanent joint defense board to study sea land and air problems for mutual security. A missing eight planks reportedly left only one plank, and crews filled the gaps with crushed rock Monday. A. L. McKinney of Boone investigated.
Off i cers and sailors of a Mexican gunboat halted and boarded the American freighter S. S. Herman Frasch seventy miles out of Acapulco Mexico according to a message intercepted by Mackay radio.
Roosevelt nominates Claude R. Wickard of Indiana to succeed Henry A. Wallace as secretary of agriculture. Wickard, 47, longtime corn-hog program official, will be joined by Paul H. Appleby as undersecretary. Wallace plans to begin campaign work Sept. 5. Appleby, 49, from Newton, Iowa, previously aided Wallace and has journalism background.
The Chicago Daily News owned by Secretary of the Navy Knox endorses Wendell L. Willkie. It praises his Elwood speech as courageous and forthright and states the paper should support him unless foreign policy or defense weakens. Knox has relinquished masthead duties and formed a three member board to run the paper in his absence.
CHICAGO INS The Fraternal Order of Eagles ended its forty second convention with a march of about 20 000 along Michigan avenue and the election of Charles P McCann of Newark New Jersey as grand worthy president.
The Senate Appropriations Committee unanimously approved a 5.008 billion defense bill to start a two ocean navy and train 1.2 million troops. The panel added 45.02 million in direct appropriations and contract authority, including 7 million for armor and ammunition and 15 million more for plane armament. Debate on Burke Wadsworth conscription resumed. Capper opposed peacetime conscription, while Hill argued voluntary enlistment harms patriotism. Roosevelts national guard mobilization bill faced delay as conferees work out differences with the House over rehire rules for draftees.
Secretary Ickes will condemn Wendell Willkie from 7 30 to 8 p m CST on NBC in a Democratic response to the Republican nominee plan for joint debates with President Roosevelt. The broadcast is arranged by the Democratic National Committee.

He sustained serious injuries and was hospitalized with gunfire wounds. Authorities investigated the assault and security for media workers in Shanghai was highlighted.

A car overturned at Fourth Avenue and Seventh Street SE injuring five. Driver Marjorie E Voigt 28 of 13614 Seventeenth Street SW and D J Dwyer 40 of 917 L Street SW were involved. Dwyer and wife Violet 36 were taken to Mercy hospital. Their daughter Marcia Ann 5 received facial and eye cuts. All treated and dismissed. Voigt and her mother Violet Voigt 54 were also treated. Police investigate.
Great Neck New York Walter P Chrysler chairman of the Chrysler Corp and builder of a famed New York skyscraper died of a cerebral hemorrhage at his estate after two years illness. Funeral services were planned for 11 am Wednesday at St Bartholomew.
Walter P Chrysler served as master mechanic for the Great Western railroad in Oelwein Iowa during 190A and lived there. Born in Wamego Kansas on April 2 1875 he later helped mass production revolutionize the industry. He will be buried in Tarrytown New York. Continued on Page 3 Col 5.

Compiled from cable dispatches says Britain abandoned Somaliland to Italy after a two division offensive. About 7 000 troops evacuated from Berbera, with minimal British losses. Germany’s air activity slowed as Britain declares island as a single defense area to deter invasion.
