Cedar Rapids bid to buy out flood plain residents faces resistance
Cedar Rapids plans to convert a 220 acre flood prone river strip into a greenway using 27 million in federal funds to buy out homeowners and create park space while some owners, led by Rick Ellis, refuse to move. Officials say a Corps levee would separate neighborhoods from the greenway and protect against a repeat surge.
