The House voted to authorize Roosevelt to muster 360000 national guardsmen and reservists into the regular army for a year of intensive training and possible service in the western hemisphere. The bill returns to the Senate which had approved it 71 to 7 for concurrence in House amendments.
The house rejected an amendment to army reserve legislation by Rep. Miller that would limit deployment to the continental United States and a few areas under the American flag. The vote was 210 to 110. The amendment proposed restricting service to the continental U S and nearby regions instead of allowing service anywhere in the western hemisphere and American territories.
Administration strategists say the Senate may reject immediate conscription in favor of a January 1941 start under the Maloney compromise. Army leaders warned a full quota cannot be absorbed before December, boosting support for delaying the draft. Defense officials told a joint committee that 2,000,000 troops could be equipped by October 1, 1943.
In Washington a furious revolt halted efforts to quickly pass a bill authorizing the President to call out 408,000 National Guard and Army reservists for service in the western hemisphere. Democratic strategists adjourned as a bipartisan bloc pressed to amend the measure to limit troop use to the continental United States. Meantime the Senate debated the conscription bill expanding the draft to about 12 million men ages 21 to 31.
