Census shows urban growth decline in 1980s shift
Washington AP reports census figures show the smallest urban growth since 1820 with urban share rising only from 73.6 to 73.7 percent between 1970 and 1980. Decentralization spreads nationwide as people move to smaller communities for homes and lower taxes, led by crime concerns and desire for nicer living. Iowa urban share reaches 58.6 percent, up 1.4 percent from 1970.

Reagan Offers Nuclear Talks Hint Amid Tax Bill Victory
President Reagan signaled possible talks with the Soviet Union on limiting short and medium range nuclear weapons in Europe while celebrating the tax and budget bills. He cited NATO balance and noted correspondence with Brezhnev. The package promises $35 billion in 1982 savings and $131 billion over three years, with deep cuts to food stamps and Medicaid and a 25 percent across the board personal income tax cut over three years. Tax withholding will fall 5 percent on Oct 1, then 10 percent next year and 10 percent the following July. It also trims capital gains and the marriage penalty and offers saving incentives.
