Washington AP officials say it is too soon to determine if repairing 3,955 faulty welds on the Trans-Alaska pipeline will delay completion. Interior Secretary Kleppe stressed no oil will flow until the line is tested. Congress could slow Alaska natural gas delivery by demanding a specific route, officials warned.
