Senator Bennett Johnston refuses to sign the Senate House compromise on natural gas deregulation, signaling a collapse of the energy bill. The plan aimed to phase out federal controls by 1985, but Johnston says the draft deviates from the agreed concept, leaving Senate negotiators short of signatures and delaying action on Carter's energy package.
A Marion resident started issuing fake parking tickets on windshields at downtown lots for cars occupying more than one space. The notes mock drivers with insults and threats but do not impose fines. Police do not know the author, noting similar incidents occur occasionally.
