Daily Record weather shows highs near 80s across cities with cooler overnights. The page lists rainfall totals, barometer readings, humidity at noon, wind, sunrise and sunset times, plus a long digest of births and legal notices and local police blotter items.
Alma Whidden described a violent storm that toppled a 600 person tent housing the Tahiti Nuit Revue. Six Polynesian performers were injured as the crowd ran for shelter and a portable wall collapsed, followed by the entire tent. A high school band continued briefly before the tent fell, trapping exhibitors and attendees beneath rubble as power lines were brought down and electricity cut. Police and fair officials reported the midway suffered no damage and ride operators kept their power.
The plan would allocate 25 percent of federal funds to states that prove capable of comprehensive manpower planning. An additional 66.6 percent would be released when a state establishes a manpower agency planning council and distribution machinery through city or area agencies. The remaining funds hinge on meeting objective performance standards in manpower service systems.
Cedar Rapids Mayor Frank Bush announced a nine member ad hoc committee to study the city's sanitary and storm sewer needs and propose solutions. Committee chair M G Swords leads designers, engineers, and civic officials including Gino Mercuriali Don Hattery Robert J Schladetzky John W Collins Don Hall William Happel Arnest Kluber and Charles Decker as they review improvements and financing. The council also approved a box culvert for Sherman street NE and ordered plans for a storm sewer extension at Fourteenth Avenue SE and Thirty eighth Street.
The Pentagon refused to provide the Senate Foreign Relations Committee with the secret U S Thailand agreement. Senator Church walked out claiming the contingency plan could place American troops under Thai command. The denial followed a closed session with senior Pentagon officers.
In Paris a French official working for NATO was arrested and charged with a grave breach of security, according to official sources.

Flora Hromatko Taylor 82 of 1727 Fifth avenue SE Cedar Rapids widow of James Taylor died Tuesday. Born May 4 1887 in Cedar Rapids she taught violin and was a charter member of the Cedar Rapids Symphony Orchestra later serving as concert mistress. She held leadership roles in Beethoven Mozart music clubs and was a member of Musicians Local 137 PEO YWCA and other groups. Surviving sister Esther M. Kiska. Memorial services at Turner Chapel East 1:30 p.m. Thursday by First Church of Christ Scientist with entombment at Chapel of Memories. friends may call.

Nellie Lybarger widow of Clyde Lybarger Cedar Rapids resident for over 60 years died in Mt. Vernon Monday afternoon. Born September 19 1884 in Mendon Illinois she married November 6 1911 in Cedar Rapids. Surviving are two daughters Mrs Earl Colby Cedar Rapids and Mrs Ralph Kellar Phoenix New York a son Clyde J. Lybarger Cedar Rapids. Funeral at 3 p.m. Wednesday by Rev Peter Morgan at Cedar Memorial cemetery chapel. Friends may call until 2 30 Wednesday. Casket not to be opened after service.
Hettie Goodall Green widow of William Green of Cedar Rapids died Monday at age 52. Born December 24, 1897 in Columbus Mississippi, she leaves three brothers Byrd Goodall Lucius Goodall and Henry Goodall. She was a Mt Zion Baptist Church member and services are 3 p.m. Thursday at Mt Zion with burial in Linwood cemetery. Friends may call at Turner East until 9 p.m. Wednesday and at the church after 11 a.m. Thursday. Casket will not be opened after the service.

Jeannie Ann Elliott, 18, of Cedar Rapids route 125 Twenty-seventh street SE, was hospitalized with lacerations and back injuries after her northbound car swerved off the shoulder and struck a southbound semitrailer two miles west of Walford on Highway 14. Passenger Chris Lawler, 8, of Cedar Rapids, suffered lacerations and was treated and released. Kareem William D. Zward of Chatfield, Minn., the other driver, was unhurt. Elliott remained in fair condition Tuesday.
A Manchester marine, Jonathan F. Krager, 20, was arrested by an Iowa highway patrolman for being absent without leave. He rode with a driver on highway 151 after hitchhiking, admitted AWOL from the Marine Corps, and was held for military authorities after initial jail refusals. Sheriff Grant said the army and navy failed to pay for transient prisoners, prompting new arrangements to bill services and detain Marines and coast guard prisoners in county custody.
Cedar Rapids city council delayed action on the Forty second Street NE rezoning proposal while researchers review. Condon Realty Co acting for Bjornson Investment Corp asked to withhold the matter. Over 1000 property owners petitioned to deny rezoning from R-1 to R-2 and R-86 west of Kennedy High School for a townhouse complex. council will inform the public when the matter is next considered.

Richard E. Tebbe, 35, of 2100 Tenth Avenue SW, pled guilty in Linn district court to assault with intent to commit a felony related to an alleged July 14 rape of a 21 year old Cedar Rapids woman. Judge J. Paul Naughton sentenced him to five years in Anamosa and recommended psychiatric treatment at the security hospital. Tebbe had been hospitalized at St. Luke's and was jailed after release. The county attorney sought dismissal of municipal court rape charges contingent on the district court assault plea.
Joseph Abodeely, a Cedar Rapids businessman, received a one week extension to begin serving his abortion case sentence. In Linn district court Judge Harold Vietor granted the delay after defense attorneys argued Abodeely needed time to organize his affairs. The hearing on the plea motion continued with former attorney Ted Ruffin testifying about advice given to Abodeely, including a belief in a probation chance due to no prior felony record.
Three men, Thomas V. Gladish Stephen Johnston and Xavier C Men doza were arraigned on charges of breaking and entering two pizza restaurants Flamingo Pizza Palace and Jon s Pizza House in Linn County. Gladish and Johnston faced pending and second count hearings with bonds set at 2500 each and arraignments scheduled into August.
