New Deal Proposal Would Fund Parity Without Treasury Burden
A 1940 plan from the Agriculture Department, supported by Secretary Wallace, proposes a certificate system. Farmers would levy processing taxes to fund parity payments, while processors buy certificates from farmers to cover the market price and parity. No treasury funds would be used. The idea traces to 1929 discussions and Harvard economist John D. Black.
