Peace plan outline amid Beirut siege and staged PLO withdrawal
Habib reviews a proposed two phase withdrawal from Lebanon with President Sarkis and ministers as Israeli shelling hits Beirut. About 6,000 to 9,000 PLO fighters and 1,500 Syrian troops would leave West Beirut first, then PLO evacuations from Tripoli and Bekaa followed by a multinational peace force. 800 French, 800 U.S., 400 Italian troops would stay briefly to guard evacuees. The plan requires a list of fighters and leaders and allows limited personal weapons. The withdrawal of 1,500 Syrians would start once Palestinians move back. The article notes unresolved issues on prisoners and Syrian troops outside eastern Lebanon. The Defense Department reports Israeli jets harassing U.S. helicopters, prompting protests from Washington.
