New Afghan Poppy Reform Aims to Shift Cash to Farmers
A senior U S official outlines a program to shift funding toward Afghan poppy farmers in Hermana province by providing seed and fertilizer vouchers worth about ten percent of value. Cash is issued as credit or for work, replacing crop eradication efforts and reducing Taliban recruitment as Marines and British forces push operations in the region. By next year the goal is a reduced poppy harvest, with farmers gaining a stake in the program.
