White House releases redacted drone playbook on targets
The Obama administration published a redacted copy of the Presidential Policy Guidance for the U S drone program. It outlines targeting nominations and the high bar for lethal action, including near certainty of civilian safety and no feasible capture option. The release follows a court order prompted by ACLU pressure and aims to increase transparency about counterterrorism strikes.
