Washington AP reports that two West Virginia Democratic officials, State Senator Noah Floyd of Mingo County and Arnold Starr, were indicted by a federal grand jury in Huntington for allegedly conspiring to spend 50000 to secure votes for the 1968 general election. The case links Floyd as party chair and Starr as secretary treasurer to paying others who would distribute voting guidance cards and direct voters to obtain assistance at polling places. Floyd, 53, has served eight years in the Senate and recently lost a bid for a third term after heading the elections committee.
