Counties seek creative bonds for crumbling Iowa roads
Black Hawk County faces a funding gap for 12 miles of road yearly, turning to bonds despite a 2000s ban. The county has issued 35 million in bonds over six years and may borrow another 3 to 5 million for a Cedar River bridge. Statewide, 29 counties used bonds and tax increment financing totaling 203 million to fund roads.
