Farmers Home backs down on no-basement rule in Iowa
Iowa Farmers Home Administration officials reversed the no-basement policy for rural houses financed by the agency after widespread protests led by farmers and legislators. National officials directed waivers if borrowers objected, but Des Moines chiefs rescinded the order instead. Supporters cited cost and Iowa soil conditions, while critics argued basements improve storm safety amid tornado fears.
