President Ford's budget chief will not disclose the total annual cost of U S intelligence operations in public testimony to the House intelligence panel. Members say figures range from six to eight billion dollars, with Lyon arguing the data is classified for the appropriations committees. Chairman Otis Pike invokes constitutional need for public spending disclosure. GAO head Elmer Staats says he has no idea of the cost, noting CIA agencies refused full information and that audits were halted decades earlier.
