Western specialists say Dmitri Ustinov, 67, favors heavy spending and rapid tech development as defense minister. He is the first civilian to head the Soviet military since 1925, replacing the late Marshal Andrei Grechko who died of a heart attack and was buried in the Kremlin wall. No Further Hatch Act Try This Year
Supporters of a vetoed bill to revise the Hatch Act say they will wait until next year to reintroduce the measure. Rep. William Clay said the House failed to override Ford's veto with a 243 to 160 vote, 26 short of the two thirds. Ford said government work must be conducted without partisan politics.
