Hick Plan Action At Anamosa Reform School
Gov. B. B. Hickenlooper said he will meet with the state board of control to implement reformatory improvements at Anamosa as urged by R. W. Nebergall after his investigation report. Nebergall found the facility failed to pursue a sound reform program and criticized sending hardened criminals from Fort Madison to Anamosa. Davenport challenged Nebergall’s findings while alleging an inmate faced immoral influence from guard Harold Birkestrand, who is serving a sex charge at Fort Madison. Nebergall said the two were never together at the quarry and that Jordan was executed in 1942 for murder in Illinois.
