Lawmakers push a statewide bullying hotline as courts have held districts liable after student harassment. In the Nabozny case the district paid 900000 after an appeals court found fault. Since then districts in New York Minnesota and California have faced large settlements and policy changes.
Nabozny v. Podiesny found schools must protect gay students from harassment, with a $900,000 settlement. Tehachapi case spurred California Safe Place to Learn Act effective July 9. Anoka-Hennepin settlement created a five year DOJ partnership to improve climate. Parents Action League formed amid board resignation over the deal.
