A Linn County Court of Appeals panel ruled Mount Vernon must allow Carolyn Hughes to prove city sanded the parking lot as policy required. Hughes slipped on what she described as black ice after slipping from a van during a November 1996 incident following a light snowfall. Local officials showed seven tons of sand and half a ton of salt were applied to streets and lots that day.
