The PLAN individualized instruction program in the College Community school district will be largely discontinued next fall as principals report schools will design their own materials. A district wide shift toward traditional programs and greater curriculum continuity follows surveys of parents and teachers.
The Senate rejected a Republican plan for a permanent tax cut with most benefits to middle and lower income earners, by 58 to 39, while Carter warned of a veto. House GOP leaders pressed a 10 percent across the board cut and a second proposal still faced a Democratic House.
In Des Moines a proposed litter tax on manufacturers of commonly littered products faced likely defeat in the state house. Opponents highlighted at least 51 votes against the plan modeled after Washington state as debate continued.
Steve Craig Edaburn 23, of Toddville, fell from a boat owned by Larry Williams 38 during a U turn on the Cedar River near Ellis Park Tuesday night and is presumed drowned. Divers and dragging teams continued the search Wednesday with authorities,including deputies and firefighters, joining the effort behind 1871 Ellis Boulevard SW.
A Wilson Foods lawyer challenged a city ordinance setting industrial rates for the new waste water treatment plant calling them a burden and signaling possible legal action. The council approved the ordinance after waiving three readings and altering rates to reflect lower bond interest costs.
Washington AP reports a HEW spokesman said there are no plans to cap physicians fees to curb medical costs though The New York Times said the idea was discussed and dropped. Costs rose about 15 percent last year while living costs rose 5 percent.
Labor department figures show Cedar Rapids family of four intermediate budget index at 98, down from 100 a year earlier, hinting local costs rising but not as fast as in other cities. Lower, intermediate, and high budget figures are cited as $9,702, $15,976, and $23,198 respectively, with purchasing costs not included.
