Welfare rules cut funding for day care and social services
The Weinberger led. final federal welfare service rules shrink federal participation in day care and other aid for the needy while preserving some support for the mentally retarded. A sliding fee for subsidized day care will be allowed for near poor families, and states may use donated funds with safeguards. The goal is to curb spending abuses and target aid to those most in need.
