Flood victim says city undervalues her property

Linda Seger, a flood survivor in Cedar Rapids, renovated her home at 1629 Eighth St. NW but its value remains far below pre flood levels. She questions the latest city valuation, links it to a possible levee construction zone, and notes demolitions nearby. City officials say values rise only with sale-by-facts and pledge neighborhood rebuilding. Seger’s home was valued at 97,800 before the flood, then 48,672 a year later, and now 45,240.
