Social Security credits and earnings rules updated in 1978
The 1978 changes shift credits to a $250 earnings per quarter system with a maximum of four quarters annually and automatic annual cost of living increases remain. For beneficiaries aged 65 to 72, the annual earnings exemption rises to $4,000 in 1978 and $6,000 by 1982 with a 1 for 2 reduction above exempt amounts. after 1982, no withholding for those 70 or older.
