Cigarette tax plan stalls as Democrats delay GOP proposal
In Des Moines lawmakers delay a GOP plan to raise cigarette taxes by 36 cents and tie relief to property tax cuts. Former Gov. Terry Branstad backs a 64 cent increase to reach one dollar per pack, arguing higher taxes curb use and raise about 111 million yearly. Democratic concerns focus on a proposed income tax credit for new community college levies and broader school funding shifts. The GOP calls the proposal a take it or leave it, while Democrats hint at a competing version in coming days.
