The plan involves a farmer owned multistate cooperative with Farmland Industries and National Beef. Iowa may need 25 to 30 million in loan guarantees and a revolving repayment fund to attract the project before other states vie for it. Special session possibilities were raised as lawmakers face tight budgeting.
