State tightens rules on lease purchase deals for public projects
Iowa lawmakers pass House File 2253 to require competitive bidding for public projects including lease purchase arrangements by cities counties and state agencies. Gov. Reynolds signed it as proponents say increased transparency while critics worry smaller firms and local contractors may face financing hurdles and reduced competition. Rep. Jake Highfill backs broader bidding and cost disclosure efforts while Master Builders of Iowa warn the law could hinder development and private partnerships.
