Donald Blue Jr. 31 of rural Aurora died of a heart attack after his wife could not get an ambulance on a citizen band radio due to others using the channel. Ambulance delayed about 10 minutes. he died in an Oelwein hospital. Services set for 11 a.m. Saturday at Belles-Wright Funeral Home in Fayette.
President Carter announced a drive to cut inflation to about 4 percent by 1979 and said he would veto a permanent income tax cut proposed by Republicans as a substitute for his tax rebate. He named a labor management advisory team including AFL CIO head George Meany and GE chairman Reginald Jones to steer voluntary price and wage controls, energy conservation, and policy goals.
At a news conference the president warned Congress against a permanent tax cut replacing rebates, saying it would be inflationary and irresponsible. He named Meany and Jones to lead a labor business monitoring team and urged voluntary cooperation to cut inflation toward 4 percent. He will announce the reasoning for scrapping 30 water projects and notify governors and legislators over the weekend. He also aims to steady farm prices and plans talks with Brezhnev later this year.

The Iowa Commerce Commission orders refunds totaling about 5.8 million dollars to 200 000 Iowa customers of Iowa Illinois Gas and Electric Co. in July. Average refunds run about 10.60 for Cedar Rapids Marion residential gas users and 23 for Iowa City where both gas and electric service are from Iowa Illinois. Electric service in Cedar Rapids is supplied by Iowa Electric Light and Power Co and not affected. Small town and rural refunds will be smaller due to lower previous increases. The action follows an Aug 1 1974 rate rise and refunds cover about 18 percent of the higher amounts collected under bond plus interest. The commission had ruled June 21 1976 that part of the proposed increase must be refunded.
