Constitutional issues cloud case in jail informant saga
In a Cedar Rapids courtroom the McNeese Johnson case spawns constitutional questions over undercover informant work. The defense questions if McNeese acted as a government agent or merely a listening post while Johnson faced murder and perjury charges. Prosecutors argue new possible crimes were fair game for eliciting details and locations of five murder victims. Judge Bennett warned no ruling until months later as tensions rose over witness testimony and which U.S. attorney should testify.

City payroll dispute over direct deposit policy
The state says wages must be mailed or paid in person or at a mutually agreed place and time. It notes wages must be in U.S. currency or via a negotiable instrument unless written written consent allows another method. Direct deposit is not negotiable. About 75 percent of the city’s 1,150 regular employees are paid by direct deposit. The city contends it is not mandating direct deposit for all, and will provide documentation to the Division of Labor. Violations carry civil penalties up to 100 dollars per affected employee.
