DES MOINES AP the US supreme court rejection of an appeal over withholding Aid to Dependent Children money from uncooperative mothers is unlikely to shift Iowa policy. Attorney General Richard Turner said state and federal laws largely align and a July 1 federal act will allow naming or locating fathers for child support.
The sign quotes urge noncooperation to deny ADC money with Turner claiming the state could take her children. Turner defends, asking why pay welfare to someone able to support a child, arguing if they can, everyone could abandon ADC. A separate court action refused to review a preferential hiring order for black and Spanish-surname applicants in Massachusetts firefighting. The defendant in a swindling case was denied a fair trial, with the matter continued.
Rebel forces thrust into western outskirts of Phnom Penh burning civilian refugee camps and driving thousands into the capital. A 24 hour curfew was imposed as the city buckled under artillery and air attacks. A Cambodian T-28 fighter-bomber struck military HQ killing seven, while refugees crowded streets seeking food and safety.
Senate and house leaders pressed for rapid consideration of administration requests for more aid to South Vietnam and clarified authority to use troops for evacuation if needed. Speaker Albert said the House would review a supplemental bill with possible amendments for additional military aid and the remaining humanitarian funds. Military aid ceiling could reach the $300 million remaining of last year’s $1 billion authorization. Senators Javits and Jackson warned against delays that could risk chaos, urging Congressional authorization before any evacuation. Newsweek reported Ford approving Operation Talon Wise to assess up to 200,000 South Vietnamese for possible evacuation, with Pentagon officials noting six divisions could be required and a risk of renewed fighting.
South Vietnamese forces expand the perimeter around Xuan Loc amid ongoing shelling and anti aircraft fire by Communist troops. An A 37 jet was shot down, and resupply helicopters ferried gear through tense ground fire. Police report an ammunition dump blast near Bien Hoa as Saigon presses south toward Can Tho. In San Francisco AP reports some Vietnamese children flown to the United States were not orphans. Translators said several children claimed kinship to Saigon officials or wealthy families. One girl said to be the director’s daughter highlighted doubts about the airlift’s status.
Time magazine said Saigon officials sought Balair to airlift 36 long tons of gold belonging to South Vietnamese President Thiet and Cambodian President Lon Nol from Saigon to Switzerland. Balair refused over weight balance and official-reserve concerns, with the gold valued at about 73 million dollars still in Saigon.
