Cedar Rapids Considers Shift to City Manager Government
June 2005 Voters back a switch to a city manager system in Cedar Rapids. In 2006 Jim Prosser, a former Richfield city manager, is hired as Cedar Rapids city manager with a $165,000 salary and leads a task force to study reorganization. He pushes budget cuts including ending the police helicopter program and conducts public input open houses. Floods in June 2008 prompt new studies and efforts to secure federal funds for half a billion dollars in city property repairs or replacements. Three new council members elected in 2009 challenge prior power distribution to Prosser.
