Rude’s County Card Use Sparks Review And Resignation
Linn County officials reviewed Lois Rude’s county credit card use after personal charges totaling about 3,500 dollars plus cash advances and late fees. Rude repaid all charges and said she had no misappropriation. The county contemplates procurement cards to tighten limits and tracking. The policy lacks disciplinary consequences for violations and the card was closed at her request.

Iowa City and counties weigh charge card options
Linn County is negotiating with Bank One MasterCard to implement a charge or procurement card system, similar to Cedar Rapids which began in January. Iowa City uses a procurement card program with strict controls for five years, while Johnson County already uses credit cards. Auditor Stockett supports procurement cards for the county. Cedar Rapids school district has only a preliminary look at such a system. Iowa City public schools rely on preauthorized purchase orders and two superintendent office credit cards for travel, with no current plan for procurement cards.

Memo Officials Report Different Anonymity For Memos
Officials say senior executive memos and the president’s daily intelligence briefings differ in audience. Some lawmakers fear the memo may have left Congress with an incomplete view of the domestic terror threat one month before 9 11. Administration stressed no forecast of the attacks came from these memos and that access to briefings was tightened during the Clinton to Bush transition.

Police presence fades as Cedar Rapids schools lose regular officer visits
Cedar Rapids Prairie High School and others no longer receive routine police visits. Principal Dan Bubon says the changes remove opportunities for building positive officer relationships and the visible police car. In 1999 officers gave 2,540 classroom presentations, down to 1,140 last year. In Coolidge Elementary, Officer Bracy called himself Police Pal Ken and spoke on personal space and safety, while Iowa City schools lack assigned officers.
