Kalona approves a $1.4 million general obligation capital loan notes deal with Hills Bank to fund its new library. The 20 year loan starts at 1.30 percent, rising to 3.45 percent by 2014 with semiannual interest and no prepayment penalty. Bids for the project will open April 19.
