Legislative fiscal head sees deficit

For the second time this week the Statehouse warns of a possible $13.6 million deficit a year ahead unless the governor's revenue ideas pass. Gov Ray proposes four tax measures raising about $22.2 million next year while projections for 1983 remain around $16 million.

Britain Hints It Will Shoot First Over Falklands War

Britain warned it would shoot first if any Argentine ship enters the Falklands war zone. UK submarines were said to be prowling the area with other armada elements expected by weekend. Secretary Haig met with Prime Minister Thatcher and Foreign Secretary Pym and said the British government remains firm while US will allow use of a US controlled airstrip for British planes en route to the Falklands.

Iowa House relaxes odor rules to aid Stanwood hog plant

The Iowa House voted 68 31 to loosen odor requirements allowing anaerobic lagoons near homes for a proposed Stanwood hog slaughtering plant. Harnischfeger to reopen Cedar Rapids plant with smaller staff

The Harnischfeger plant in Cedar Rapids resumes operations Monday with about 445 total workers, roughly a third of the peak 1,350. About half of salaried staff will work three days a week. production will restart in selected areas as incoming business is reviewed every 30 days.
